In the politically unstable situation after the fall of the western empire, the Church often became the only stable institution and the only source of learning. Even the barbarians had to rely on clerics in order to administrate their conquests. Furthermore, the catholic monastic orders, such as the Benedictines had a major role both in the economic life of the time, and in the preservation of the classical culture. crisis arose in Italian society as a result of the First World War, social inequalities, and the consequent tension between Marxist and left-wing parties on one side and conservative liberals on the other. This crisis led to the advent of Fascism, which destroyed freedoms and civil rights, and establishing a dictatorship. Fascism broke the continuity of the parliamentary tradition. The support of ruling elite and especially Italian monarchy was crucial for the seizure of power by Benito Mussolini. After the March on Rome, the King Vittorio Emmanuele III refused to sign a decree to declare a state of siege, and asked Mussolini to form a new government. This King's decisions were taken in accordance with the Statuto, but in contrast with the parliamentary practice of Italian liberal state. Unemployment has been steadily decreasing but remains high (8.6% in 2003, its lowest level since 1992). It is especially severe in the south where average unemployment exceeded 20% this year. Women and youth have significantly higher rates of unemployment than do men. A rigid labor market serves as a disincentive to job creation. There is a significant underground economy absorbing substantial numbers of people, but they work for low wages and without standard social benefits and protections. After the German army defeated Poland, Denmark, and France, a still-jealous Mussolini decided to use Albania as a springboard to invade Greece. The Italians launched their attack on October 28, 1940, and at a meeting of the two fascist dictators in Florence, Mussolini stunned Hitler with his announcement of the Italian invasion. Mussolini counted on a quick victory, but Greek resistance fighters halted the Italian army in its tracks and soon advanced into Albania. The Greeks took Korçë and Gjirokastër and threatened to drive the Italians from the port city of Vlorë. At the end of the 8th century the popes definitely aspired to independence, and found a way to achieve it by allying with the Carolingian dynasty of the Franks: the Carolingians needed someone who could give legitimacy to a coup against the powerless Merovingian kings, while the popes needed military protection against the Lombards. As a result, in 774 the Franks invaded and defeated the Lombards, and their leader Charlemagne was proclaimed legitimate king of the Franks by the pope. Later, in 800, Charlemagne was also crowned emperor of the Holy Roman empire by the pope; the new emperor (who was never recognized as such by the Byzantines) immediately conceded direct rule over central Italy to the pope, creating the Papal States. Italy has been a democratic republic since June 2, 1946, when the monarchy was abolished by popular referendum. The constitution was romulgated on January 1, 1948. The Italian State has a central state authority (the Government), 20 regions and about a hundred provinces. The prefect of each of the provinces is appointed by and responding to the central government, which he locally represents. Albanian fear of renewed Greek designs on their country prevented effective co-operation with the Greek forces, and Mussolini's forces soon established a stable front in central Albania. Fearful that the Balkans might become the achilles heel of her domination of Europe, on April 6, 1941, Germany intervened (together with Bulgaria and Hungary) to crush both Greece and Yugoslavia, and a month later the Axis added Kosovo to Italian-ruled Albania. Thus Albanian nationalists ironically witnessed the realization of their dreams of uniting most of the Albanian-populated lands during the Axis occupation of their country.
